Nevis publica RFP para programa de perforación para proyecto geotérmico

El gobierno de Nevis y la compañía de electricidad publicaron una solicitud de ofertas para un programa integrado de perforación para el proyecto de energía geotérmica de Nevis en Nevis, Caribe.

El Gobierno de St. Kitts y Nevis (GOSKN)/Administración de la Isla de Nevis (NIA)/ Nevis Electricity Company Limited (NEVLEC) han recibido/esperan recibir financiamiento del Banco de Desarrollo del Caribe (CDB) para el costo del Proyecto de Energía Geotérmica de Nevis – Programa de Perforación (el “Proyecto”) y tiene la intención de aplicar una parte de los ingresos de este financiamiento a pagos elegibles bajo este Contrato.

El pago por parte de CDB se realizará solo a pedido de NEVLEC y previa aprobación de CDB, y estará sujeto, en todos los aspectos, a los términos y condiciones del Acuerdo de Financiamiento. El Acuerdo de Financiamiento prohíbe el retiro de la cuenta de financiamiento con el propósito de cualquier pago a personas o entidades, o para cualquier importación de bienes, si dicho pago o importación, según el conocimiento del CDB, está prohibido por una decisión del Consejo de Seguridad de las Naciones Unidas. adoptado en virtud del Capítulo VII de la Carta de las Naciones Unidas. Ninguna otra parte que no sea GOSKN/NIA/NEVLEC obtendrá ningún derecho del Acuerdo de Financiamiento ni tendrá ningún reclamo sobre los ingresos del Financiamiento.

El Proyecto está siendo ejecutado por NEVLEC, con el apoyo de GOSKN y NIA. Se han contratado consultores para ayudar con la entrega del Proyecto. Los Consultores son:

GeothermEx Inc. [1] (EE. UU.)
JND Consulting – Geothermal & Energy Services Limited (Nueva Zelanda)
Los Consultores han asistido con la preparación de diseños, Documento de Licitación y borrador de Contrato; asistirá en la administración y evaluación de licitaciones; y apoyará las actividades de implementación del Proyecto.

NEVLEC ahora invita a presentar Ofertas de los Licitantes elegibles para la implementación de las Obras de acuerdo con el Documento de Licitación. Los trabajos incluyen la perforación de tres (3) pozos de producción y dos (2) pozos de reinyección en el sitio de Hamilton en Nevis, St. Kitts y Nevis.

Contractors are required to bid on all four Lots of the Project, with the intention of signing a single integrated Contract. The four lots are as follows:

  • Lot 1: Drilling Rig and Associated Services
  • Lot 2: Integrated Drilling Services (IDS)
  • Lot 3: Casing
  • Lot 4: Wellhead Items

Bidders from all countries are eligible to participate.

Bidders are advised to review the conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.

Eligible Bidders will be required to submit full qualification information with their Bids establishing their eligibility to bid and qualification to perform the Contract if the Bid is accepted.

Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bidding Document.  Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

The Bidding Document may be obtained by prospective Bidders as follows:

Requests must be clearly marked in the email subject line: “Request for Bidding Document for the Nevis Geothermal Energy Project Drilling Program”, along with the name, address and contact information of the Bidder for which the Bidding Document is being requested. No fee will be charged for the Bidding Document.

The Bidding Document will be dispatched as promptly as possible, but under no circumstance will NEVLEC or its authorised agents be held responsible for late delivery or loss of the documents so transmitted.

Firms intending to bid should indicate this by email to [email protected] along with the name, address, email address and telephone contact information of the prospective Bidder for which the Bidding Document is being requested.

Bid submission must be made in accordance with the Bidding Document. Late Bids will be rejected. All Bids must be accompanied by a Bid Security as required by the Bidding Document.

Opening and evaluation of Bids will be done in accordance with the procedures described in the Bidding Document.

NEVLEC reserves the right to accept or reject any Bid, and to annul the process and reject all Bids, at any time prior to award of Contract, without thereby incurring any liability to the affected prospective Bidders or Bidders or any obligation to inform the affected prospective Bidders or Bidders on the grounds for NEVLEC’s action.  NEVLEC will not defray any costs incurred by any prospective Bidder or Bidder in the preparation of its Bid.
